Do I need to rewire before going electric?

Usually not, and the reasoning behind the question is worth unpicking. New loads arrive on new circuits in modern cable — they do not run through your 1950s wiring. What actually links a rewire to electrification work is the cost of opening walls and the moment the panel gets replaced, which makes this a sequencing decision rather than a safety prerequisite.

The short answer, and why the question gets asked

People arrive at this question having been told, usually vaguely, that an old house needs rewiring before it can take modern electrical loads. The intuition behind it is that adding a heat pump or a charger somehow pushes more current through the existing wiring. It does not. Every one of those appliances gets a dedicated circuit, run in modern cable from the panel to the equipment, sized for that load. The old wiring carries exactly what it carried before.

So the honest answer to the headline question is: usually no. What is true is that the two pieces of work interact in ways that make the SEQUENCE matter a great deal, and getting the sequence wrong is expensive in a way that is easy to avoid.

Two things, neither of them load.

ACCESS is the first and larger one. Most of what a rewire costs is not cable — it is opening walls and ceilings, working around finishes, and putting everything back. Some new circuits need the same access. If both happen in one phase, that cost is paid once. If they happen a year apart, it is paid twice, and the second time includes making good work that was finished the first time.

THE PANEL is the second. A service rebuild is the moment when every circuit gets re-landed, when grounding and bonding come up to current code, and when capacity gets added for the new equipment. It is the natural point to deal with anything that needed attention at the panel end anyway. Doing a rewire six months after a panel replacement means some of that work gets done twice.

The four cases where rewiring first is right

These are specific rather than general, which is the point — none of them is a house being old.

  • GENERAL CONDITION FAILURE — insulation degrading throughout rather than at a handful of terminations. When the problem is the whole installation rather than its ends, targeted repair stops making sense
  • WALLS COMING OPEN ANYWAY — a kitchen remodel, a bathroom, an addition, or insulation work. Access is the expensive part and it is already being bought
  • A PANEL REPLACEMENT that would re-land most circuits regardless, making the marginal cost of doing the rest much lower than it would be later
  • KNOB-AND-TUBE OR UNREMEDIATED ALUMINUM you have already decided to address — doing it in the same phase as electrification work rather than as a separate project afterwards

Notice what is not on that list: the house is old, the wiring is original, or an inspector used the word outdated. Those are reasons to have an assessment done. They are not, by themselves, reasons to rewire before adding a circuit.

The failure mode in the cautious direction

It is worth naming the mistake this page is written against, because it is expensive and it is made with good intentions.

Somebody plans a heat pump, is told the house should be rewired first to be safe, and commits to a whole-house rewire before anyone has established which circuits are actually in poor condition. Frequently the finding, once someone looks properly, is that some areas needed work and others were sound — and that the sound areas were replaced at full cost for no benefit. Caution feels free when it is somebody else's money.

The corrective is not to be less careful. It is to insist on a circuit-by-circuit assessment before anyone quotes a scope: which runs are sound, which terminations are failing, which circuits are ungrounded, and what condition the panel is in. Those four answers turn a house-level verdict into a plan you can phase and price.

The sequence that usually works

Where both pieces of work are genuinely needed, this order tends to waste the least:

  • ASSESS FIRST — condition circuit by circuit, plus a load calculation covering everything you intend to add rather than only the next thing
  • SERVICE AND PANEL — the capacity and the rebuild, since almost everything else lands on it and it is the shared moment
  • NEW CIRCUITS for the electrification equipment, run while the panel is open and dead
  • REMEDIATION OR REWIRE by priority — kitchens, bathrooms, laundry and heavy-use areas before spare rooms, and coordinated with any wall that is open for another reason
  • The parts that can wait, written down as a plan rather than left as a vague intention

The one step people skip is the first, and it is the one that determines whether the other four are sized correctly.

Where the trade boundaries fall

Worth knowing, since electrification work crosses trades and coordination is where projects lose time. Solar, battery storage and the electrical side of a generator are all in-house work for us on a C-10 licence. Heat pumps and other HVAC equipment are shared — we do the panel and the circuit, a C-20 contractor sets the equipment. Water-heater plumbing and gas lines belong to a C-36. Do I have to rewire my house before adding a heat pump or an EV charger?

The assumption behind rewire-first is that the new appliance somehow loads the existing circuits, and it does not. What genuinely connects the two jobs is the panel and the cost of opening walls — which makes this a sequencing question rather than a safety prerequisite.
So when should I rewire first?
Four situations. When the existing wiring has a general condition problem rather than a localised one — insulation failing throughout rather than at a few terminations. When walls are coming open anyway for a remodel, because access is most of the cost. When the panel is being replaced and a large share of circuits would have to be re-landed regardless. And when there is knob-and-tube or unremediated aluminum that you have already decided to deal with, in which case doing it in the same phase as the electrification work is cheaper than doing it after.
What is the actual link between the two jobs?
Access and the panel. Rewiring means opening walls and ceilings; so does routing some new circuits. If both happen in one phase you pay for that access once. The panel is the other shared moment — a service rebuild is the natural time to re-land circuits properly, correct grounding, and add the capacity the new equipment needs. Doing the two a year apart means paying twice for the same disruption.
Will old wiring be a problem once the house uses more electricity overall?
The new appliances are on their own circuits, so they do not load the old ones. What does change is that a house going all-electric tends to get used harder overall, and existing weaknesses show up sooner under heavier general use. That is an argument for having the old wiring assessed rather than an argument for replacing it pre-emptively. An assessment tells you which circuits are actually marginal; a rewire assumes all of them are.
My house has knob-and-tube. Does that change the answer?
It moves it toward doing the work in the same phase, yes. Knob-and-tube has its own considerations, particularly wherever later insulation has been laid over it, and if you are already committed to dealing with it then doing so while walls are open for electrification work is materially cheaper than a separate project. It is still worth assessing rather than assuming the whole house is affected — many homes have knob-and-tube in some areas and later cable in others, because each generation added rather than replaced.
What about ungrounded circuits?
That is one of the more practically significant findings and it is worth addressing on its own merits rather than as part of an electrification decision. Ungrounded circuits offer no equipment grounding path, and the specific thing to look for is a three-prong outlet with no ground behind it — which is worse than the two-prong outlet it replaced because it implies protection that is not there. There are code-recognised approaches, including GFCI protection with correct labelling, that do not all require rewiring.
Is it cheaper to do everything at once?
Per unit of work, generally yes, because mobilisation, permitting, inspection and wall access are shared. In total it is obviously a larger number in one go, which is a cash-flow question rather than a value question. Where budget is the constraint the sensible move is usually a phased plan with a written order of work, not a smaller version of everything done badly.
Does a rewire qualify for GoGreen financing?

Should I rewire before solar?
Solar and battery work is largely about the service, the panel and the interconnection rather than about branch circuits, so it rarely creates a rewire prerequisite. The exception is where the panel itself has to be replaced to accommodate the interconnection, since that is a natural moment to deal with anything that needs re-landing anyway. Solar and battery electrical are in-house work for us, so the assessment covers both sides of that question rather than handing you between trades.
Who does what on a heat pump or water heater?
Heat pumps and other HVAC equipment are shared: we handle the panel and the circuit, a C-20 contractor sets the equipment. Water-heater plumbing and gas lines belong to a C-36. Solar, battery and the electrical side of a generator are all in-house on our C-10. We will tell you which trade each part belongs to rather than leaving the coordination to you.

Can I do the electrification work now and the rewire later?
Yes, and sometimes that is right — particularly when a rebate, a tax credit deadline or a failing appliance is forcing the timing. The cost is that you pay separately for access and disruption later. If you go this way it is worth having the rewire plan written down at the same time, so the new circuits are routed with it in mind rather than in a way that has to be undone.
Do I need a permit?
Which authority issues one depends on your address rather than on the work: the City of Santa Cruz, Capitola, Scotts Valley and Watsonville each run their own, and everything unincorporated goes through County Planning. Live Oak, Pleasure Point, Soquel, Aptos and Felton are all unincorporated county despite the mailing address. Where a permit applies to work we do, we pull it and coordinate the inspection.
