Going all-electric in Santa Cruz County: what is actually different here

Most advice on this subject is written for somewhere colder, denser and newer. Three things change the answer locally: the climate suits heat pumps unusually well, the housing stock is old enough that the panel is nearly always the constraint, and the mountain half of the county has a resilience problem the coast does not.

The climate is on your side here

Heat pumps get argued about a great deal, and most of the argument is imported from places this county has nothing in common with. The genuine technical concern is that efficiency falls as outdoor temperature drops, which matters enormously in a cold winter and very little in a mild one.

The coastal side of this county has an unusually narrow temperature range — it rarely gets very cold and rarely gets very hot. That is close to ideal operating territory. The mountain communities see colder nights and the equipment selection deserves more attention there, but modern equipment handles that range comfortably; it is a specification question rather than a viability one.

There is a second local wrinkle worth knowing. Plenty of homes here have never had air conditioning, because they never needed it. So a heat pump is often replacing heating alone, and the cooling arrives as a capability you did not previously have. Some people value that a great deal and some do not care, and it is worth deciding which you are before equipment gets selected. It does not, incidentally, double your electrical demand — heating and cooling are counted largest-of in a load calculation rather than added together.

The panel is the constraint, not the appliances

This is the most reliably true thing about electrification in this county. The housing stock is old. Old houses have small services, sized for an era when a house needed lighting, a radio and not much else. Almost every all-electric plan here meets its limit at the service before it meets it anywhere else.

Which has a practical consequence: the order of operations that works locally is the load calculation FIRST, against everything you might eventually add, and equipment shopping second. Doing it the other way — choosing a heat pump and a charger, then finding out what the service can carry — is how people end up with a deposit down on equipment that does not fit.

The related local reality is that a lot of these houses have been renovated in pieces over decades, so what is behind the walls varies room to room. That mostly does not affect electrification, since new loads arrive on new circuits, but it does mean an assessment tends to turn up things worth knowing about while somebody is looking.

The mountains are a different county

Generic electrification advice treats a region as one place. Here that fails, because the coast and the mountains have different climates and different problems.

  • COLDER NIGHTS in Boulder Creek, Felton, Ben Lomond and along the ridges, which affects equipment selection rather than viability
  • PLANNED DE-ENERGISATION during high fire risk conditions, which is a resilience question the coast largely does not face in the same way
  • LONGER RESTORATION after storms, given terrain, trees and access
  • PROPANE rather than piped gas in many places, which changes the economics of what you are replacing
  • ACCESS AND ROUTES that make the physical work different — longer runs, harder trenching, and generators or batteries siting differently

The honest consequence: going all-electric in the mountains without addressing backup trades one dependency for another. A house with gas heat and a gas range retains some function in an outage. An all-electric house does not. On the coast, where outages are usually short, that is a minor consideration. Up the hill it is a real one, and it belongs in the plan from the beginning rather than as an afterthought.

That does not mean mountain homes should not electrify. It means the plan includes battery backup, sized for the loads that actually matter rather than for the whole house, and that the sequencing accounts for it. Corrosion, if you are near the water

A smaller point but a real one at the other end of the county. Salt air is aggressive on exterior equipment, so near the ocean the meter enclosure, any exterior disconnect and their hardware want material specified for the environment. It changes a line on a quote rather than the shape of a plan, and it is the difference between equipment reaching its expected life and not.

Permits and who issues them

Worth knowing early because it affects timelines rather than costs. This county has several permitting authorities: the City of Santa Cruz, Capitola, Scotts Valley and Watsonville each run their own, and everything unincorporated goes through County Planning.

The trap is that mailing addresses mislead. Live Oak, Pleasure Point, Soquel, Aptos and Felton are all unincorporated county despite reading like city addresses. People occasionally get quoted or scheduled against the wrong authority because of it. Where a permit applies to work we do, we pull it and coordinate the inspection, so this mostly matters as something to be unsurprised by.

A local order of operations

The second is the one that catches people out — it is unplanned, it happens when heating matters most, and restoration on a rural line can run to days rather than hours. A coastal all-electric plan is mostly about capacity and cost. A mountain plan has to answer what happens when the power is off for a day or more, because going all-electric without addressing that trades one dependency for another.
Does going all-electric make an outage worse?
It can, if resilience is not part of the plan, and this deserves stating honestly rather than glossed. A house with gas heat and gas cooking retains some function without electricity. An all-electric house does not. On the coast, where outages tend to be short, that is a minor consideration. In the mountains it is a real one — an extended winter outage in an all-electric house with no backup means no heat, and that is a different problem from an inconvenience. The answer is usually battery backup — sized for the loads that actually matter rather than for the whole house — planned alongside the electrification rather than after it.
Should I get solar at the same time?
It depends on what you are optimising for, and the honest answer is that solar wants real consumption data to size against. Add the loads first and you know what you actually use; size the system first and you are guessing. Against that, if the roof or the panel is being done anyway, doing solar in the same phase avoids duplicated work. We model owned systems and the electrical side is in-house, so the sizing and the service conversation can happen together.
What about the federal credits?
Both expired at the end of 2025 — the clean energy credit covering solar and battery, and the efficiency credit covering heat pumps, heat-pump water heaters and panel work. Any plan built around capturing either is out of date. What remains is state and utility money, and we cover that on a separate guide rather than scattering programme terms across pages.
Which permit authority applies to me?
That depends on your address and it catches people out constantly. The City of Santa Cruz, Capitola, Scotts Valley and Watsonville each run their own. Everything unincorporated goes through County Planning — and that includes places whose mailing address suggests otherwise: Live Oak, Pleasure Point, Soquel, Aptos and Felton are all unincorporated county. Is it cheaper to run an all-electric house here?
That depends on your usage, your rate plan and what you are replacing, and anyone giving you a confident number without looking at your bills is guessing. What is generally true is that heat pumps deliver considerably more heat per unit of energy than resistance heating, and that time-of-use rate structures reward shifting consumption. The honest way to answer it for your house is against your actual usage rather than an average, which is part of what the modelling tools and a real conversation are for.
Who does what across the trades?
Solar, battery storage and the electrical side of a generator are in-house work for us on a C-10. Heat pumps and other HVAC equipment are shared — we do the panel and the circuit, a C-20 contractor sets the equipment. Water-heater plumbing and gas lines belong to a C-36. On a multi-appliance plan the coordination between trades is usually what sets the calendar, so it is worth having somebody own it explicitly.
