You need a panel upgrade for your EV charger. What does that mean?
Somebody has quoted you for one and the number was larger than you expected. This page is about what is actually in that scope, how to compare two quotes that are thousands apart, and the sequencing decisions that cost the most when they are made in the wrong order. Quick answer — the 30-second version
- A panel upgrade is not a box swap. Every main panel job is a full electrical service rebuild: service entrance conductors, combination meter main, grounding and bonding, new panel and breakers, surge protection, permit and inspection.
- That is why quotes vary so widely. A cheaper one is often a smaller scope, with the rest arriving later as a change order. Compare scope line by line, not totals.
- Do the charger at the same time. The two jobs share a mobilisation, a permit and an inspection, and the charger circuit is trivial to run while the power is already off.
- Run the calculation on everything you intend to add, not just the charger. Upgrading for a charger and then finding a heat pump does not fit is the most common expensive mistake here.
What you are actually buying
The phrase panel upgrade is misleading, because it points at the one component people can see. What the work actually does is rebuild the electrical service — the path from the utility's conductors to the breakers in your house — and bring the whole of it to current code. The panel is the last item on that list rather than the substance of it.
Every main panel job we do includes the same scope, whether it is a 100 to 200 amp upsize or a like-for-like replacement at the same amperage:
- SERVICE ENTRANCE CONDUCTORS — the cable carrying the full service current into the building, sized for the new service
- COMBINATION METER MAIN — the integrated enclosure holding the meter socket, the main disconnect and the distribution. There is no separate meter base in California residential work; it is all one unit
- GROUNDING AND BONDING — brought to current code, and the part most often found wanting in an older home
- MAST AND WEATHERHEAD on an overhead service. On underground there is neither — the utility conductors come to a service point and terminate inside the combination meter main
- THE PANEL AND BREAKERS themselves, plus a whole-house surge protector
- PERMIT AND INSPECTION COORDINATION, and the utility disconnect and reconnect
We do not quote a panel-only version of a main panel, because on a main panel there is not really one. Saying so plainly matters here, since the next section is about quotes that imply otherwise.
How to read two quotes that are far apart
Panel upgrade quotes routinely differ by a large margin, and the difference is usually scope rather than margin. Comparing totals tells you almost nothing. These are the questions that make two quotes comparable:
- Does it include the SERVICE ENTRANCE CONDUCTORS, or only the panel? This is the single biggest silent difference
- Does it include the COMBINATION METER MAIN? If a quote itemises a separate meter base, ask about it — that is not how California residential services are built, and it suggests the quote was written from a template rather than from your house
- Does it include GROUNDING AND BONDING to current code, or does it assume the existing grounding electrode system is adequate?
- Is the PERMIT and the inspection coordination in the price, or extra?
- On UNDERGROUND: what happens if PG&E rejects the existing conduit? A quote silent on this is a quote with an open-ended cost sitting inside it
- Is the EV CHARGER CIRCUIT included, or a separate visit?
- What WARRANTY covers the workmanship, and for how long?
None of this is about catching anybody out. Plenty of contractors quote a narrower scope entirely honestly, because that is genuinely the job they are proposing. The problem is only that two documents with different scopes and similar titles get compared on price, and the narrower one wins the comparison and then costs more by the end.
Do the charger at the same time
If there is one piece of practical advice on this page, it is this. A panel upgrade and a charger install share almost all their overhead: the same trip, the same permit process, the same inspection, the same day without power. The charger circuit itself is a straightforward run while the panel is open and dead.
Splitting them across two visits months apart means paying for that overhead twice, and it occasionally produces a worse result — a panel laid out without the eventual charger circuit in mind, or a conduit route that would have been trivial during the rebuild and is awkward afterwards. If budget is the reason for splitting them, say so, because that is a financing conversation rather than a sequencing one.
Size it for the plan, not for the charger
The most expensive version of this work is doing it twice. It happens like this: the service gets upgraded to carry a charger, sized against the house as it is today plus the charger. Eighteen months later a heat pump goes in, or an induction range, or a heat-pump water heater, and the calculation comes back short.
Adding your intended future loads to the load calculation costs nothing at the quoting stage. It sometimes changes the answer, more often it changes the SEQUENCE — which order to do things in, and whether a sub-panel now saves a service change later. Either way it is information you want before signing rather than after. If you are not sure what you will add, guessing generously is cheaper than guessing conservatively.
What happens on the day
Most of these are a single day. PG&E disconnects the service in the morning; we remove the old equipment and rebuild — conductors, combination meter main, grounding and bonding, panel, breakers, surge protection; the AHJ inspects; PG&E reconnects. Circuits get re-landed and labelled properly, which on an older panel is frequently the first time the labelling has been accurate in decades.
You are without power for the working portion of the day. Worth planning around if somebody works from home, if there is medical equipment in the house, or if a freezer full of food would be a problem. Say so when booking rather than on the morning — occasionally it changes how we stage the work.
The panel we fit is Siemens unless you ask for another brand, and breakers always match whichever panel goes in. That is not brand preference for its own sake: a breaker from a different maker that physically clips onto the bus is not a listed combination, and the UL listing applies to the assembly rather than to the parts separately.
When the answer is not an upgrade
Worth stating, because a page about panel upgrades has an obvious bias. Sometimes the right answer is no upgrade at all. Load management can let a charger share an existing service safely. A lower-amperage charger is often perfectly adequate — most people drive far less than they plan for, and an overnight charge at a modest rate covers a normal week comfortably. A sub-panel occasionally solves a distribution problem that looked like a capacity problem.
The load calculation is what distinguishes these cases, and if it says your existing service is fine then that is a real answer and one worth having in writing. Anyone recommending an upgrade without having run the numbers is guessing, and it is entirely reasonable to ask to see the calculation.

Pin the scope down before you compare any prices.
Ask every contractor the same five questions: does the price include the service entrance conductors, the combination meter main, and grounding and bonding to current code; is the permit in it; and what happens if the utility rejects the existing underground conduit. Then run the load calculation against everything you intend to add over the next several years, not just the charger. Those two steps decide almost everything about how this job goes.
