Permit-Ready

A permit-ready quote includes everything needed to pull a permit and pass inspection for the work described. That includes: scope written in code-compliant terminology, materials specified to meet current CEC requirements, labor estimated for the actual work the inspector will check, and any required documentation (load calculations, electrical drawings if required by AHJ).
Cheaper quotes sometimes look that way because they skip permit-ready discipline. Sometimes the contractor plans to skip the permit; sometimes they plan to pull a permit but didn't include the actual cost of permit-ready materials and inspection-ready installation in the price. Both produce surprises later — either an inspector flagging the work, or a billing surprise mid-job.
Every Sunrise quote is permit-ready by default. We don't quote work we wouldn't be willing to inspect. If a competing quote is significantly cheaper, ask whether it includes permit, inspection, and code-compliant materials. Sometimes the answer is yes and they're just leaner — sometimes the answer is no.
